Legal settlement of real-world assets requires more than a record of ownership. It requires a verified record of who owns what, under what authority, with what accountability. SWSS IVL is the identity infrastructure that makes DEED-1 legally complete.
The SWSS Identity Verification Layer is a proprietary on-chain identity infrastructure integrated into the SWSS Chain protocol stack. It provides the credential framework through which individuals, institutions, and AI agents are verified, admitted to the settlement economy, and granted differentiated access rights to deed settlement records. SWSS IVL operates across four credential categories and a Foundation-governed provider registry. No other public blockchain operates an identity infrastructure of this scope or regulatory depth.
What IVL Owns, And What It Does Not
The most important property of this layer is a negative one, and it is the ecosystem’s central security guarantee rather than an implementation detail. SWSS IVL authenticates the member and signs what the member approves. It holds no balance, stakes nothing and moves nothing. Everything a member’s holdings do belongs to the SWSS App, exercised by the member; what a member holds is recorded by SWSS RWAX and settled on chain.

Separating identity from value from record is a deliberate constraint rather than an accident of history. A single platform holding all three could assert who a member is, move their funds, and record what they own with nothing outside itself able to contradict it. Split across three, each is checkable against the others — and all three settle to a chain that is checkable by anyone.
The Foundation-Governed Provider Registry
All identity verification that feeds into SWSS IVL credentials is conducted through providers admitted to the SwssChain Foundation's IVL Provider Registry — an on-chain governance mechanism. Only providers meeting the Foundation's admission criteria — regulatory status, operational security, data handling standards, and jurisdictional coverage — are admitted. The Registry supports any regulated provider meeting the admission standard across four categories: KYC (Know Your Customer), KYB (Know Your Business), KYT (Know Your Transaction), and AML (Anti-Money Laundering). Institutional verification is currently conducted through Sumsub and Didit, both admitted to the Registry under those criteria. The Foundation admits the provider; the provider performs the verification; the credential issued against it is the Foundation's, and it is recorded on chain rather than held by the provider. An institution's verified status is therefore portable across every SWSS property and outlives its relationship with any one vendor.
If a provider is removed from the Registry, credentials already issued through that provider remain valid — only new issuances from that provider are blocked. The settlement economy is not disrupted by provider changes. The identity standard is governed by the Foundation, not by any commercial provider's operational decisions.
Four Credential Types
Institutional Custody Framework
The SWSS IVL includes a dedicated institutional custody registry — an on-chain mapping recording which institutions hold which deeds on behalf of which clients. This enables the SWSS Identity X backend to answer "which deeds does this client hold, across all custodian institutions" in a single query. The infrastructure through which HNWI portfolio visibility, institutional reporting, and regulatory disclosure operate without counterparties holding or managing deed records directly.
Why SWSS IVL Is A Competitive Moat
The combination of a Foundation-governed provider registry, soul-bound credentials, institutional accountability classification, three-tier deed record access control, and institutional custody mapping — all integrated at the consensus layer — is not replicable by deploying an off-the-shelf identity solution. SWSS IVL integrates directly with DEED-1 Type 0x03 SCP Transactions, the SCP-ZK proof layer, and the NodeX validator admission framework. The components are interoperable by design, not by integration. No other RWA chain has this.
The SWSS IVL credential contracts are deployed and operating on SwssChain testnet 122606, where the identity credential, the institutional credential, the provider registry, the settlement access contract and the custodian registry each answer on chain. SWSS Identity X — the product interface — launches Q4 2026.
